combined experience within the Intelligence, Counterintelligence, Special Operations and Law
Enforcement communities. Our Team has extensive experience in international intelligence and
counterespionage activities, Force Protection, Threat Evaluations, Counterdrug, Anti-terrorism,

MIGUEL BOLIVAR, CEO and Founder

Former active duty Field Grade Officer with over 28 years of experience in the U.S. Army, U.S. Special Forces, U.S. Intelligence and U.S. Law Enforcement communities.  Proven leader with vast experience leading cross-functional, inter-agency, inter-departmental, and multi-national organizations to execute high risk and complex operations. Intelligence Professional with extensive experience in all aspects of the intelligence collection cycle, planning, collection, processing, analysis and dissemination.  DoD Counterintelligence Special Agent with substantial experience in investigative techniques, source management, information collection, predictive analysis and force protection.  Subject matter expert as it applies to combatting terrorist organizations and organized crime networks in Latin America.

P. NÚÑEZ, Senior Consultant

Retired US Army Intelligence Officer with over 30 years of military and civilian intelligence subject matter expertise. During his military career, Mr. Núñez served in intelligence positions at the tactical and operational levels giving him first-hand experiences and insights, on intelligence support to combat and law-enforcement operations to facilitate Senior Leaders’ decision-making. As a former US Army Latin-America Foreign Area Officer (FAO), Mr Núñez also served as a strategic military capabilities country analyst for Latin America in Washington, D.C., affording him the opportunity to experience the intricacies of inter-agency intelligence support to national-level decision-makers.

Mr. Núñez lived for over 16 years of his military and civilian career in Latin America (Panama, El Salvador, Dominican Republic and Colombia). Mr. Núñez’ tactical and operational experiences include serving as an intelligent advisor in El Salvador, Intelligence Officer in Panama during Operation JUST CAUSE, and intelligence analyst during Operation DESERT STORM. His exposure to intelligence activities at all levels has allowed Mr. Núñez to effectively address intelligence capacity and capability needs to help Partner Nations operationalize procedures to integrate Intelligence, Surveilance and Reconnaissance (ISR) operations. Mr. Núñez has also planned and supported the successful deployment of ISR assets developing effective Processing, Exploitation and Dissemination (PED) procedures and functional intelligence communications architectures for the seamless flow of information to decision-makers. His deep knowledge of US Joint Intelligence Doctrine, real-world and regional experience made him an intelligence subject matter expert and lead intelligence capacity builder.

Mr. Núñez is fluent in Spanish, a US Army FAO with a Master’s in Business Administration (MBA) in International Business, a Master’s Degree on International Relations in Latin American Studies and is a graduate of the Defense Institute for Security Assistance Management (DISAM). Mr. Núñez has extensive experience in program management, planning and analysis. Strong Latin American cultural awareness with 16 years of in-country living nine years in Colombia, four years in Panama, three years in the Dominican Republic and 13-years of diplomatic work at US Embassies throughout Latin America.

 

ALFREDO LÓPEZ, Senior Consultant

Intelligence Professional with experience in the field of Military Intelligence and Civilian Strategic Intelligence. Educational background in the fields of Political Science and Security Studies to include postgraduate studies in Political Campaign Management. Experience working on several strategic campaigns as an advisor and aide to Campaign Managers. Vast knowledge in transnational criminal organizations and their cohesion with government structures in the Caribbean. Specialist in the integration of intelligence and counterintelligence techniques and technologies into the realm of political consulting

 

 

LENA SISCO, Exclusive Partnership – Expert Instructor

Lena Sisco is the newest addition to the Capacity Building TDA Team. Lena is a world renowned author and interview expert. She is the author of “You’re Lying! Secrets From an Expert Military Interrogator to Spot the Lies and Get to the Truth,” and “Marine Scout Snipers; True Stories From U.S. Marine Corps Snipers.” She is also a deceptive analysis expert on the TV show, Couples Court with the Cutlers, a former TEDx speaker, a Mindsail Expert coach, a senior Body Language Institute train-the-trainer instructor with Janine Driver, and a keynote speaker for numerous industries. Lena’s arrival to our Team greatly enhances our capability in the HUMINT and Interviewing fields, enabling to train course participants in body language and detecting deception skills, interviewing and interrogation techniques, as well as elicitation methods and enhanced communication skills. Lena and TDA can also train clients in leadership foundations, mindfulness and communication practices. Lena is also the creator of The SISCO Method for Strategic, Non-Accusatory Interview and Interrogation Practices. The SISCO Method is quickly becoming the standard within U.S. Law Enforcement Community for Non-Accusatory interview methodologies.

Lena’s background as a former Department of Defense certified military interrogator and Naval HUMINT Officer who served in the Global War on Terror interrogating members of al Qaeda and Taliban shortly after 9/11 at Camp Delta in Guantanamo Bay, Cuba, shaped her expert abilities that she trains others in today. She is the recipient of the Joint Service and the Navy/Marine Corp Commendation and Achievement Medals.

She has worked for the Office of Naval Intelligence, Defense Intelligence Agency and partnered with the Federal Bureau of Investigation and the Naval Criminal Investigative Service in HUMINT collection activities. Lena has trained numerous DoD, Department of Homeland Security and other Law Enforcement personnel since 2003.

Prior to her career in HUMINT, she received a Bachelor’s Degree in Anthropology from the University of Rhode Island and a Master’s Degree in Archaeology from Brown University and has excavated overseas. She is an animal advocate and currently volunteers as a bird-of-prey handler.
